Main Contract: Policy & Institutional Measures

The Main Contract focuses on institutional and policy issues. It will develop its activities over the 2003-2007 period with a budget of 10 million Euros.

Emphasis is given to improving the quality of transport services and increasing the efficiency of transport systems in the region, through the preparation and implementation of commonly agreed measures.

• administrative and organisational reform
• capacity-building and technical assistance
• strategic planning, policy formulation and forecasting
• investment plans and financing mechanisms
• policy implementation, monitoring and evaluation of interventions
• mainstreaming environment and safety / security
• cross-sector coordination
  

Policy orientations:

• support the adaptation of national legal and regulatory frameworks and encourage modernisation and reforms in the transport sector
• facilitate the gradual convergence of MEDA national strategies and policies based on EU and international good practice
• foster greater coordination and coherence within the transport sector at regional and sub-regional level
