Study Tour on International Road Haulage

Summary:This study tour looked into the industry framework and regulatory structure for the road freight sector in Germany and the EU.
As a follow-up to the training seminar on road haulage, a group of key officials from MEDA countries visited a selected number of government organisations, associations and companies in Germany.
Germany was chosen as the location for this study tour due to several factors such as:  | the country’s central position at a crossroads for north-south and east-west flows of goods by road within the EU internal market;
|  | the economic importance of the German road haulage industry and of the freight forwarding and logistics sector at the European scale, and;
|  | the leading role played by government and industry to promote innovative solutions in areas such as HGV road charging, vehicle safety and inspections, and intermodal freight distribution centres, etc |
The study tour brought together over 30 officials from public administrations and road transport authorities from the 12 MEDA countries. They were able to meet with local experts, practitioners and managers from private sector operators and to discuss with other officials from German federal administrations and related public or semi-public organisations.
The study tour took place over 5 days in various locations throughout Germany. It involved meetings with key stakeholders in the road haulage sector and included site visits to places such as container terminals, freight villages and customs clearing houses.
During these discussions and field trips the participants were able to hear the point of view of several decision-makers in charge of policy, strategic planning and regulatory issues, and also to learn from the first-hand accounts of experience given by practitioners involved in more technical and operational matters.
The study tour was organised with the support of the Federal Ministry of Transport, Building and Housing (BMVBS) and GTZ (the German Technical Cooperation Agency).
