Summary:

The training seminar on the security of maritime and ports facilities took place in Valetta, Malta, on 24-28 January 2005. The event brought together over 60 officials from maritime public administrations and port authorities in the EU-25 and Mediterranean countries.

The seminar examined issues relating to maritime security and the security of port equipment as well as the implementation of new regulations established in the framework of international and European law.

Participants had the chance to learn and discuss a variety of issues relating to the legal frameworks, technical issues and implementation practices regarding maritime and port security.

The objectives of the seminar were:

to develop a clear understanding of the current EU legislative framework with respect to security risks treatment in ports and on board vessels;
to provide a systematic overview of actions, tools and current experience for implementing the international framework of maritime security (SOLAS Chapter XI/2 and the ISPS Code);
to prepare a critical group of executives in each country in order to promote the harmonisation of legislation on maritime security issues with the EU (adoption and implementation of legislation).

The seminar included presentation given by officials from the Malta Maritime Authority, the European Commission, key international organisations such as the IMO, and by high level executives of central government administrations and port authorities in Europe.

Two case studies exposed the experiences of Maltese ports and the port of Piraeus, Greece, on ISPS Code implementation.
