Output 2: Blue Paper on Euro-Mediterranean Transport Policy

During the 5th EuroMed Transport Forum, which was held in Brussels in December 2004, the European Commission assigned the EuroMed Transport Project with preparing a strategic discussion paper on the Euro-Mediterranean transport policy, called the ‘Blue Paper’. |
The Blue Paper was presented to the Ministers for Transport of the EU-25 Member States and the 12 Mediterranean Partner Countries during the Euro-Mediterranean Ministerial Conference which took place in Marrakesh, Morocco, on 15 December 2005. DownloadBlue Paper EN (FR 1.3Mb)

ObjectiveThe objective of the ‘Blue Paper on Euro-Mediterranean Transport Policy’ is to identify the main political and strategic orientations to guide the definition of common transport policies and priority investment plans at the level of 12 MEDA countries.
This will make it possible to achieve a sustainable, efficient and multimodal transport system in the region that can improve the interconnection of transport networks between the Mediterranean countries themselves and between the MEDA region and the European Union. CoverageThe Blue Paper contains a summary of the Diagnostic Study and defines the main strategic orientations for transport policy and infrastructure development in the MEDA region on the short-term and long-term horizons.
The Blue Paper serves as a direct continuation of the reforms that have been launched by the Mediterranean countries in the transport sector, and acts as a catalyst for supporting and accelerating their implementation.
The Blue Paper and the Diagnostic Study (Output 1) form the basis for the Regional Transport Action Plan (Output 2). StructureThe Blue Paper is composed of two parts:
- Part I – Overview and Diagnosis of the MEDA Transport System
provides an analysis of transport systems in the MEDA region
- Part II - Recommendations for a Regional Transport Strategy
proposes a series of recommendations for a regional transport strategy
MethodThe preparation of the Blue Paper was directed by the Main Contract’s Team, in coordination with the European Commission, and with the support of a task force of international experts set up for this purpose.
The National Coordinators of MEDA countries were closely involved in defining the orientation and the content of the Blue Paper and formulated a great number of revisions and comments during the various stages of preparation. In particular, the preliminary versions of the document underwent consultations within the national administrations in MEDA countries, as well as within the European Commission.
Moreover, the draft versions were discussed in detail during the National Counterpart Team Meetings and the EuroMed Transport Forum, organised in the second and third quarters of 2005, which made it possible to validate the analyses and proposals contained in the Blue Paper.
