SummaryThe Seminar cum Study Tour on ‘Acquis Communautaire: railway directives and their implementation; EU experience and potentials for adaptation in MEDA countries’ was held between 11-20 September in France and the UK. Officials from nine Mediterranean countries participated in the seminar, which offered the opportunity to learn about the EU’s framework legislation governing railway systems and to study how the EU experience could be applied to the MEDA region.
The EuroMed Transport Project Diagnostic Study and Blue Paper Report highlighted different characteristics in the MEDA region, with respect The EuroMed Transport Project Diagnostic Study and Blue Paper Report highlighted different characteristics in the MEDA situation, with respect to management independence of public railway undertakings, separation of infrastructure management from operations, commercialisation and the involvement of private sector in the rail business. The integration and harmonisation of international railway transport is still paid little attention, given the fact that MEDA regional rail traffic is curretly insignificant as regional trade flows are very low and strategic rail links between neighbouring countries are often missing or not operational.
However, looking further in medium and longer term, the concept of a comprehensive integrated regional railway corridor might be feasible when intraregional trade and traffic levels are mature enough. Beside the necessary investments in infratsurcture and equipment, it is important to continue with the current reform process of the MEDA railways baring in mind the approximation of the legal and institutional framework in order to ensure efficient and effective commercial rail operations and a (sub-) regional interoperability of railway systems.
It was thus to assist the decision-makers of the MEDA countries to provide the foundations of work of this scale that the EuroMed Transport Project organized this Study Tour.
The Seminar cum Study Tour provided MEDA stakeholders in the rail sector with the policy and legal tools and implementation mechanism applied in the EU and matched those with the needs and potential for the MEDA countries in order to continuo their ongoing restructuring process with regional focus inspired by the EU approach and learning from first-hand experience.
The Study Tour provided to participants a balanced mix of theoretical knowledge and factual informationon institutional arrangements, organisational options, reform applications and prospects with direct effects on rail efficiency and performance. It steered them through a series of presentations, site visits and moderated discussions.
The different institutions that were visited and the guest speakers invited were meticulously chosen ensuring that the participants were exposed to a wide range of alternative practices. The tour took place in France and the United Kingdom in order to learn in situ and in depth the concrete experiences of those two countries in adapting the EU Rail Acquis with different "real world" implications.
