Survey missions
The purpose of the Survey Missions is to get a clear picture on a regional and national basis so as to be on a position to devise and implement afterwards the appropriate Services. These missions are undertaken in every country to perform a thorough examination and gap-analysis of the existing legislation, regulations, procedures and current practices related to the domain of each of the tasks entrusted to the Project.
With a duration of a week, each survey mission is conducted by a team covering the expertise of the five Tasks and led by a Head of Mission. Main resultsAfter each survey mission a comprehensive report is produced including: situation assessment, strengths & weaknesses identification, recommendations and actions to undertake. After review by the Core Team and approval by the European Commission, the reports are sent to the relevant country National Coordinator.
They led to the following main results: | The Countries experts have shown great interest & participation in the survey missions. | | Air traffic exchanges are still largely governed by traditional bilateral air services agreements with EU countries and between the MEDA countries themselves. An open market policy has started in some countries and must be extended to others | | The ICAO safety & security audits were not available to Euromed Experts despite an official request from the Project further to the Project Launch meeting | | The regulatory frameworks levels significantly vary from one country to another | | All Countries are globally conformed with ICAO Annexes (1, 6, 8 and 17). The existing discrepancies seem not all reported. | | Some Countries are going beyond ICAO and have already started implementing EU regulations (Part 145, PART 66, Part 147, EU OPS, ..). | | Security standards are depending on geopolitical environment. Some countries seem to be beyond European regulations, others largely below. | | ATM Safety Management Systems are at early stages or not implemented. Significant discrepancies with European Regulations (ESARRS) exist | | Lack of aviation environmental regulations and noise & gas emissions monitoring equipment within and around airports | | All the civil aviation administrations lack of manpower and financial resources which prevent them to efficiently discharge their oversight responsibilities vis-à-vis ANSPs, Airlines & Airports. | | Separation of regulatory and services provider functions is not much implemented | | Cooperation and dialogue between MEDA countries is insufficient |
