Road Map
OBJECTIVE
The objective of the Road Map is to implement a Common Aviation Area as decided by the Euro-Mediterranean Transport Ministers in Marrakech (December 2005). Please click here to know more
The elaborated Road Map is the consensus reached during its elaboration phase (please see here under Methodolgy and Planning)
The Road Map:
includes a two step strategy and 60 high level objectives. defines steps to be taken at national & regional levels in relation to major items as: stitutional reforms, market structure, aviation safety & security, environment protection and air traffic management & airport capacity defines an implementation planning for a gradual implementation of steps and actions to undertake identifies the key responsible actors & institutions
Specific action plans have also been developed for each country. They are part of the Road Map but not available on this website
METHODOLOGY
The methodology was presented and agreed during the 2nd Advisory Group Meeting.
The principle is that to succeed the implementation of the Road Map the Mediterranean countries, ACAC, EASA, ECAC and ICAO must actively contribute to its elaboration and provide the Project with all necessary information (in particular: ICAO USOAP reports and action plans).
The contributions of the Countries were obtained through a questionnaire and 2 Road Map workshops organised by the Project.
Each Country appointed a person who closely worked with the Project and was in charge to:
give inputs, review and comment the various packages submitted by the Project all along 2009 and to participate in one or two 2-day working sessions organised in spring 2009 and in autumn 2009

Three Short Term Experts were appointed to develop the Road Map under the supervision of the Team leader:
- Mr Javier PEREZ (INECO ATM Director) was is in charge of Air Traffic Management and leads the Road Map STE Team
- Mr Claude PROBST (Advisor to the EASA Director) was responsible for Institutional Reforms, Air Transport and Aviation Safety
- Mrs Patricia REVERDY (ECAC Deputy Executive Secretary) was in charge of Aviation Security
QUESTIONNAIRE
The questionnaire aimed at:
- Asking the preference of the Countries as regards the scope of the EMCAA: What EMCAA?
- Evaluating the readiness of the Countries to meet the related regulatory convergence: Can we make it?

PLANNING
January 2009:
Each Country appointed a representative.
The 3 STEs with the support of the results of the Survey missions and the conclusions of the seminars started working on the Road Map and producing a questionnaire
February 2009:
A questionnaire* was sent to all representatives and NCs for their review and comments;
An Information day on the Questionnaire was organised to present and explain the questionnaire in Paris – 24 February
March/April 2009:
The Countries sent back their questionnaire duly filled in.
May 2009:
First Road Map draft* was sent for review and comments
First Road Map workshop (validation of the strategy) in Cairo – 26/27 May
Start of Impact Assessment works
June/July 2009:
Second Road Map draft* was developed and sent for review and comments
October 2009:
Second Road Map workshop in Brussels – 6/7 October
November 2009:
3rd Advisory Group Meeting: in Brussels – 24 November (Presentation of the draft Road Map and the draft Impact Assessment)
December 2009:
Release of the final Road Map and the final Impact Assessment
