Extension in 2010
BACKGROUND
The Euromed Aviation Project from 15 January 2007 to 14 January 2010 through the organisation of training courses, technical assistance & communication activities (website, letter of information, seminars …) and through a close cooperation with the Mediterranean partner countries and International Organisations has successfully:
promoted the approximation of the policy and regulatory frameworks of the MEDA countries with the international and EU regulations in all fields of civil aviation (market, safety, security, environment & air traffic management) promoted the regional and sub-regional cooperation produced a Road Map for the development of the Euro-Mediterranean Common Aviation Area (EMCAA) and an Impact Assessment as well
As a consequence, there is a need to continue the Project for supporting the Mediterranean partner countries to implement the Road Map and the Action Plans that have been elaborated for every country in order to reach the 60 high level objectives set out in the Road Map.
OBJECTIVES OF THE ONE YEAR EXTENSION
The objectives are to:
support the Mediterranean partner countries to start the implementation of the Road Map in 2010 promote the benefits of air transport and of the social & economic impact of the Euro-Mediterranean Common Aviation Area in the region within the Aviation Community and to the decision makers at the highest level to secure their supports and endorsement of the EMCAA promote the creation of a MEDA Joint Aviation Authorities based on the JAA model and with the objective to develop a common regulatory culture between the countries
PLANNING OF ACTIVITIES
The activities will be undertaken in three phases:
This phase will consist in consulting the Beneficiary Countries and the European Commission to define an agreed programme of tasks for the next 9 months with the objective to help the Countries to start implementing their Action Plans as defined in the Road Map for the creation of the Euro-Mediterranean Common Aviation Area (EMCAA)
The agreed tasks defined in phase I will be implemented with the support/collaboration of the beneficiary Countries and of the willing International Organisations: ACAC, ECAC, Eurocontrol, ICAO and EASA.
In the last quarter, the contractor will organise with the support of the European Commission the 7th meeting of the Aviation Working Group of the Euro-Mediterranean Transport Forum which is also the Advisory Group of the Euromed Aviation Project;
This is a continuous phase extending throughout the addendum and aiming at maximise the knowledge about the EMCAA and its benefits among aviation stakeholders through information, communication and dissemination of the Road Map and of the Impact Assessment
FINANCIAL AND PERSONNEL MEANS OF THE EXTENSION
The extension is financed by the remaining funds of the Project on 14 January 2010.
The resources are then limited to:
220 working days of the Key Expert 1 (Team Leader) around 250 working days of Short Term Expert a lump sum of 350 000 Euros as incidental expenditure for air tickets, per diem, workshops, seminar; meetings, news letter, website, …
